The conflict in Ukraine appears to have all the ingredients for cyber war.\u00a0Moscow and Kyiv are playing for the highest geopolitical stakes, and both\u00a0countries possess a high level of expertise in information technology and\u00a0computer hacking. However, there are still many sceptics of cyber war, and\u00a0more questions than answers. Malicious code has served criminals and spies\u00a0very well, but can cyber attacks offer soldiers more than a tactical edge\u00a0on the battlefield? Can they have a strategic effect? And what norms should\u00a0be established in international relations to govern nation-state hacking in\u00a0peacetime and in war?<\/p>\n

The book serves as a benchmark in the early history of Internet-era\u00a0warfare. It features 18 chapters by scholars and practitioners who identify\u00a0the case\u2019s tactical and strategic implications, discuss their significance\u00a0for policy and law, and analyse ongoing information operations. For worldleaders and system administrators alike, the \u2018cyber dimension\u2019 of the\u00a0Russo-Ukrainian crisis offers many lessons and sheds light on whether cyber\u00a0war is still closer to science fiction than reality.<\/p>\n

This case study, which examines the Ukraine crisis between 2013-2015,\u00a0demonstrates that cyber attacks have been used in a broader strategy of\u00a0information warfare. They encompass digital propaganda, denial-of-service\u00a0(DoS) campaigns, website defacements, information leaks by hacktivist\u00a0groups, and cutting-edge cyber espionage malware. However, apart from\u00a0disruptions to Internet connectivity between Crimea, Donbass, and the rest\u00a0of Ukraine, there have been no known attacks against civilian or military\u00a0critical infrastructures. Does this mean that Russia \u2013 considered by many to be one of the leading cyber powers in the world \u2013 is voluntarily showing\u00a0restraint? And what are the scenarios in which we could see an escalation\u00a0of this conflict in cyberspace?<\/p>\n
